In determining whether the certificate of fitness required by this article shall be granted, the Department may, among other things, consider the provisions of § 46.2-2108.6, the applicant's character and fitness, and the applicant's compliance with federal, state, and local taxes. 2001, c. 596; 2011, cc. 881, 889.
