The Commissioner shall appoint the personnel assigned to each service office and determine the compensation to be paid to such personnel. The number of employees assigned to the processing of benefit claims shall be sufficient to maintain a ratio of one staff person for every 23,000 veterans residing in the Commonwealth. 2005, c. 888; 2009, c. 136; 2011, cc. 330, 358; 2012, cc. 331, 342.
