In determining the limitation contained in § 15.2-2634, there shall not be included the classes of indebtedness described in clauses (1) through (4) of Article VII, Section 10 (a) of the Constitution of Virginia. 1991, c. 668, § 15.1-227.36; 1997, c. 587.
