§ 4102. Statement of intent and purpose
The purpose of this chapter is to implement 49 U.S.C. Chapter 313, as may be amended,
and the federal Commercial Motor Vehicle Safety Act of 1986, Title XII of Pub. L.
No. 99-570, as amended, and reduce or prevent commercial motor vehicle crashes, fatalities,
and injuries by permitting commercial drivers to hold only one license, disqualifying
commercial drivers who have committed certain criminal or other offenses or serious
traffic violations, and strengthening licensing and testing standards. This chapter
is a remedial law and shall be liberally construed to promote the public health, safety,
and welfare. To the extent that this chapter conflicts with general operator licensing
provisions, this chapter prevails. Where this chapter is silent, the general operator
licensing provisions apply.
