§ 31. Abandonment of project; reconveyance
If land has been acquired by the State in fee simple for highway purposes, or if the
State has acquired a perpetual leasehold in land for highway purposes, and if the
land has not been improved subsequent to its acquisition, the State shall not sell
or dispose of the land within six years of the date of its acquisition unless it first
offers to reconvey it to the person or persons from whom it was acquired or their
heirs or assigns, for a consideration equal to the price at which it was acquired,
plus interest at the rate of six percent per year from date of acquisition by the
State, provided that the address of the person or persons is known to or reasonably
ascertainable by the Agency. The person or persons to whom the land is to be offered
