Definitions

As used in this part:
(1) "State" means:
(a) a state of the United States;
(b) the District of Columbia;
(c) the Commonwealth of Puerto Rico;
(d) the Virgin Islands;
(e) Guam;
(f) the Commonwealth of the Northern Mariana Islands; or
(g) a territory or possession administered by the United States.
(2) "State plan" means the written description of the programs for children, youth, and family
services administered by the division in accordance with federal law.
