(1) In selecting applicants who are the most qualified to serve on the Constitutional Court, the commission shall give precedence to an applicant who: (a) is a judge or justice; or (b) has previously served as a judge or justice. (2) The commission shall make every effort to select applicants for the Constitutional Court that would result in each judge on the Constitutional Court having primarily practiced law or served as a judge in a different judicial district than the other judges on the Constitutional Court.
