Compensation award -- No right of action

(1) Compensation to a victim under this chapter is:
(a) limited to the money available in the fund; and
(b) not an entitlement program.
(2) Failure to grant a compensation award does not create a right of action against the office, the
state, or any of the state's subdivisions.
(3) There is no right to judicial review over the decision of whether to grant a compensation award.
(4) Failure to give or receive the notice required by this chapter does not:
(a) create a cause of action against:
(i) the state;
(ii) a state agency or local subdivision;
(iii) a law enforcement officer, agent, or employee of the state or local subdivision;
(iv) a health care or medical provider; or
(v) an agent or employee of a health care or medical provider; or
(b) affect or alter a requirement for filing or paying a compensation claim.
