Composition -- Appointments -- Ex officio members -- Terms

(1) The commission is composed of 17 voting members as follows:
(a) the state court administrator or the state court administrator's designee;
(b) the executive director of the Department of Corrections or the executive director's designee;
(c) the executive director of the Department of Health and Human Services or the executive
director's designee;
(d) the commissioner of the Department of Public Safety or the commissioner's designee;
(e) the attorney general or an attorney designated by the attorney general;
(f) the president of the chiefs of police association or a chief of police designated by the
association's president;
(g) the president of the sheriffs' association or a sheriff designated by the association's president;
(h) the chair of the Board of Pardons and Parole or a member of the Board of Pardons and
Parole designated by the chair;
(i) the chair of the sentencing commission or a member of the sentencing commission designated
by the chair;
(j) the chair of the Juvenile Justice Oversight Committee or a member of the Juvenile Justice
Oversight Committee designated by the chair;
(k) the chair of the Victim Services Commission or a member of the Victim Services Commission
designated by the chair;
(l) an indigent defense attorney, appointed by the Indigent Defense Commission;
(m) a criminal prosecuting attorney, appointed by the Statewide Association of Prosecutors and
Public Attorneys;
(n) a criminal defense attorney, appointed by the Utah Association of Criminal Defense Lawyers;
(o) the executive director of the commission;
(p) an education professional, appointed by the State Board of Education; and
(q) the director of the Division of Juvenile Justice and Youth Services or the director's designee.

(2) In addition to the members designated in Subsection (1), the following may serve as nonvoting
members:
(a) a district court judge appointed by the Judicial Council; and
(b) a juvenile court judge appointed by the Judicial Council.
(3) In appointing the members under Subsections (1) and (2), the appointing authority shall take
into account the geographical makeup of the commission.
