As used in this part: (1) "Common carrier pipeline" is a pipeline engaged in the transportation of petroleum products, including refined products, that holds itself out to provide transportation service to the public for compensation on reasonable terms. (2) "Finished product pipeline" means a common carrier pipeline and related facilities used to transport refined petroleum products, renewables, or other finished energy products.
