(1) All surface parking on capitol hill is under the direction and control of the board.
(2) All underground parking on capitol hill is under the direction and control of the Legislature,
except that the following are under the direction and control of the governor:
(a) 46 of the parking stalls in the underground parking facility known as Lot C located directly
east of the State Capitol;
(b) 52 of the parking stalls in the underground parking facility known as Lot E located directly east
of the Senate Building; and
(c) any other area designated by the board.

(3) Under the direction of the Legislature, the board shall:
(a) maintain and control the use of the first level of the covered parking under the plaza to the
north of the North Building, giving a preference for public parking on that level;
(b) except as provided in Subsection (3)(a), maintain and control the use of the covered parking
under the plaza to the north of the North Building for use by the legislative branch; and
(c) designate portions of parking used by the Legislature on legislative days for use by the
executive branch on days other than legislative days.
