Increment authorization committee -- Creation

(1) For any project proposed under this chapter that requires the use of tax increment, there is
created an increment authorization committee with membership described in Subsection (2).
(2) Each increment authorization committee shall consist of the following members:
(a) the executive director or the executive director's designee;
(b) the executive director of the Department of Transportation created in Section 72-1-201 or the
executive director's designee;
(c) one individual from the Office of the State Treasurer, designated by the state treasurer;
(d) two members designated by the president of the Senate;
(e) two members designated by the speaker of the House of Representatives;
(f) one representative representing the largest participating local taxing entity by population, after
the creating entity and other than a water conservancy district, in the proposed zone;
(g) one representative from the creating entity; and
(h)
(i) if a proposal addresses affordable housing, moderate income housing, or addresses a
regionally significant first home village:
(A) one representative from the office, designated by the executive director, who works on
housing policy; and
(B) two representatives designated by the school superintendent from the largest school
district by student population affected by the proposal;
(ii) if a proposal addresses a regionally significant transit-oriented zone, one member appointed
by the governor:
(A) from the Transportation Committee created in Section 72-1-301; or
(B) a member of the board of trustees of a large public transit district;
(iii) if a proposal addresses a regionally significant economic development opportunity that is
not described in Subsections (2)(h)(i) and (ii):
(A) the director of the Office of Energy Development created in Section 79-6-401; and
(B) any individual with relevant expertise appointed by the governor.
(3) A majority of committee members constitutes a quorum.

(4) A majority vote of a quorum constitutes action by the committee.
