Consideration of proposals by the major sporting event venue zone committee

(1) A major sporting event venue zone proposed under this part is subject to approval by the major
sporting event venue zone committee.
(2)

(a) The proposing creating entity shall present the proposal to the major sporting event venue
zone committee described in Section 63N-3-1706 in a public meeting.
(b) The committee shall evaluate and verify whether the objectives and elements of a major
sporting event venue zone described in Section 63N-3-1702 have been met.
(3) In considering a proposal under this part, a committee may request any information from a
creating entity needed to make a determination about whether to approve or deny a proposal,
or approve a proposal with modifications, including a description of the proposed uses of funds
and how funds will be used to support public projects related to the major sporting event venue
zone, including transit.
(4)
(a) Subject to Subsection (4)(b), the committee may:
(i) request changes to the proposal based on the analysis, characteristics, and criteria
described in Section 63N-3-1703; or
(ii) vote to approve or deny the proposal.
(b) Before the committee may approve the major sporting event venue zone proposal, the
creating entity proposing the major sporting event venue zone shall:
(i) for a creating entity that is made up of more than one municipality or county, ensure the
requirement described in Subsection 63N-3-1703(1)(c) has been met; and
(ii) ensure that the area of the proposed major sporting event venue zone is zoned in such a
manner to accommodate the requirements of a major sporting event venue zone described
in this section and the proposed development.
