(1) The provisions of Laws of Utah 2021, Chapter 339, apply to any claim for which a court of competent jurisdiction has not issued a final unappealable judgment or order. (2) The Legislature finds that the provisions of Laws of Utah 2021, Chapter 339: (a) do not enlarge, eliminate, or destroy vested rights; and (b) clarify application of the law.
