Authority's general powers and mission -- Management plan

(1) The authority may advise, support, gather information, and provide input to the river
commissioner.
(2) The mission of the authority is to protect, conserve, use, and develop Utah's waters of the
Colorado River system.
(3) The authority may develop a management plan to ensure that Utah can protect and develop
the Colorado River system and to work to ensure that Utah can live within the state's
apportionment of the Colorado River system.
