Honoring pre-existing claims and rights

(1) Upon receiving title to a tract of federal public land, the state shall honor all pre-existing rights
that run appurtenant to that tract of federal public land.
(2) The state shall develop an adjudicative process to deal with competing claims to rights that run
appurtenant to a tract of federal public land.
