(1) A procurement unit: (a) shall accept proposals as provided in the request for proposals; (b) may not open a proposal until after the deadline for submitting proposals; and (c) may not disclose the contents of a proposal to the public or to another offeror, except as provided in Subsection 63G-2-305(6). (2) A person who submits a proposal may not, after the deadline for submitting proposals, make a change to the proposal if the change is prejudicial to: (a) the interest of the procurement unit; or (b) fair competition.
