(1) Before January 1, 2027, the division shall: (a) in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, adopt comprehensive rules implementing this part; (b) establish the online document management system described in Section 63A-5b-1207; (c) develop standardized forms and procedures; (d) create training programs for LEA officials; and (e) coordinate with the State Board of Education to: (i) repeal or substantially revise State Board of Education administrative rules related to school construction; and (ii) ensure that remaining State Board of Education rules defer to division authority established under this part. (2) All projects beginning construction after January 1, 2027, shall comply fully with this part. (3) The division shall conduct remedial audits of projects completed in 2024, 2025, and 2026 to identify systemic issues requiring immediate attention.
