The division may, upon compliance with Title 63G, Chapter 4, Administrative Procedures Act, on any of the grounds described in this chapter: (1) deny the issuance of a license, certification, or registration to an applicant; or (2) approve with one or more conditions or restrictions the issuance of a license, certification, or registration to an applicant.
