In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and consistent with this chapter, the commission, with concurrence by the division, may make rules governing: (1) the form of the disclosures required under this chapter; and (2) enforcement of the provisions of this chapter.
