A dispute under this chapter involving an electric entity shall be resolved as follows: (1) if the electric entity is a public utility, in accordance with Section 54-7-9; and (2) if the electric entity is not a public utility, by bringing an action in a court with jurisdiction under Title 78A, Judiciary and Judicial Administration.
