As used in this part: (1) "Civil liberty" means a civil liberty enumerated in the United States Constitution or the Utah Constitution. (2) "Initiate rulemaking proceedings" means the same as that term is defined in Section 63G-3-601. Renumbered and Amended by Chapter 8, 2025 Special Session 1
