Standard response protocol to active threats in schools

The state security chief described in Section 53-22-102, in consultation with the School Safety
Center, shall make rules, in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking
Act, to:
(1) in accordance with the standard response protocol established by the state security chief,
require an LEA or school to develop emergency preparedness plans and emergency response

plans for use during an emergency that include developmentally appropriate training for
students and adults regarding:
(a) active threats;
(b) emergency preparedness;
(c) cardiac emergency preparedness;
(d) drills as required under Subsection 15A-5-202.5 and by the state security chief; and
(e) standard response protocols coordinated with community stakeholders; and
(2) identify the necessary components of emergency preparedness and response plans, including
underlying standard response protocols and emerging best practices for an emergency.
