(1) The state board has responsibility, in coordination with the Division of Facilities Construction and Management, for the long-term planning, development, and oversight of capital facilities for the Utah Schools for the Deaf and the Blind. (2) The state board shall: (a) before seeking state funding for capital facilities or property under Section 53E-8-410 for the Utah Schools for the Deaf and the Blind, in consultation with the Division of Facilities and Construction Management, perform an exhaustive review of the facilities of LEAs from which the Utah Schools for the Deaf and the Blind assume educational responsibility as the student's designated LEA, considering opportunities for space sharing or colocation as described in Section 53E-8-410; (b) after receiving and evaluating evaluations and recommendations from the Utah Schools for the Deaf and the Blind, review capital facility funding requests in a public meeting of the state board before submitting the request to the Legislature; and (c) submit any capital facilities funding requests to the Transportation and Infrastructure Appropriations Subcommittee.
