(1) To ensure emergency medical service quality and minimize unnecessary duplication, the bureau shall regulate the emergency medical services market by creating and operating a statewide system that: (a) consists of exclusive geographic service areas as provided in Section 53-2d-502; and (b) establishes maximum rates as provided in Section 53-2d-503.
