Utah Code § 53-29-102

Sex, Kidnap, and Child Abuse Offender Registry -- Creation -- Purpose

(1) The department, to assist law enforcement in investigating kidnapping and sex-related crimes
and in apprehending offenders, shall:
(a) develop and operate a system known as the Sex, Kidnap, and Child Abuse Offender Registry
to collect, analyze, maintain, and disseminate information on offenders and registrable
offenses; and
(b) make information listed in Subsection 53-29-404(3) available to the public.
(2) This chapter does not create or impose any duty on any individual to request or obtain
information regarding any offender from the department.
