(1) There is created within the General Fund a restricted account known as the "State Reinvestment Restricted Account." (2) The account shall consist of: (a) revenue deposited into the account in accordance with: (i) Title 63N, Chapter 3a, Part 2, Creation of Regionally Significant Development Zones; and (ii) Title 63N, Chapter 3a, Part 4, Regionally Significant Zones with Energy Implications; (b) revenue deposited into the account by the Utah Inland Port Authority in accordance with Sections 11-58-602 and 11-58-607; (c) new revenue that the State Tax Commission shall deposit into the account until the new revenue equals or exceeds $200,000,000 in a fiscal year; (d) revenue credited to the account in accordance with Section 59-5-215; (e) revenue credited to the account in accordance with Section 51-9-305; and (f) interest and earnings on money in the account. (3) The state treasurer shall invest the money in the fund according to Title 51, Chapter 7, State Money Management Act, except that interest or other earnings derived from those investments shall be deposited into the account.
