Utah Code § 23A-6-101

As used in this chapter:
(1)
(a) "General plan" means a document that a municipality or county adopts that sets forth general
guidelines for proposed future development of the land within the municipality or county.
(b) "General plan" includes what is commonly referred to as a "master plan."
(2) "Management plan" means a document prepared in accordance with this chapter that describes
how one or more tracts of land owned or managed by the division are to be used.
(3)
(a) Except as provided in Subsection (3)(b), "wildlife management area" means one or more
tracts of land owned or managed by the division to:
(i) protect, conserve, and perpetuate wildlife resources;
(ii) provide public access; or
(iii) allow wildlife-based recreation.
(b) "Wildlife management area" does not include a walk-in access area, fish hatchery, angler
access area, division facility, or shooting range.
