(1) The clerk of a special district shall provide the notice described in Subsection (2) on or before the later of: (a) the last business day in August of an odd-numbered year; or (b) in the case of a recount in a primary election race for the special district, two business days after the day on which the recount results are certified. (2) The clerk of a special district shall provide the notice required under Subsection (1) by: (a) sending to each county clerk in which all or part of the special district is located a list of names of all candidates who are qualified for placement on the municipal general election ballot, by office, for each special district office; and (b) publishing for the special district, as a class A notice under Section 63G-30-102, for 30 calendar days, the list described in Subsection (2)(a).
