(1) The director, or the director's designee, shall certify: (a) a new county employee hired to a position covered by this chapter; and (b) a change in a county employee's compensation, title, or status. (2) The director, or the director's designee, shall certify an employee as eligible to be paid under this chapter, or personnel rules made under this chapter. (3) The director may examine payrolls at any time to determine conformity with this chapter and the personnel rules.
