Utah Code § 17-60-301

County seats fixed -- Election to move a county seat

(1) The county seats of the several counties of this state as now fixed by law are hereby
recognized as such.
(2) In accordance with Utah Constitution, Article XI, Section 2, no county seat shall be moved
unless:
(a) two-thirds of the qualified electors of the county, voting on the proposition at a countywide
general election, vote in favor of the relocation; and
(b) two-thirds of the votes cast on the proposition approve the relocation of the county seat.
