Utah Code § 17-60-201

Exercise of county powers

The powers of a county may be exercised only by the following individuals or bodies, or
designees of the following individuals or bodies, operating under the authority of law:
(1) the county executive;
(2) the county legislative body; and
(3) a county officer.
