Unless otherwise required by law, the governing body may: (1) exercise all administrative powers by resolution including: (a) establishing water and sewer rates; (b) establishing charges for garbage collection and fees charged for municipal services; (c) establishing personnel policies and guidelines; and (d) regulating the use and operation of municipal property; and (2) not impose a punishment, fine, or forfeiture by resolution.
