(1) Except for an ordinance enacted in response to an emergency, the governing body shall, before passing an ordinance under Section 10-3-702, consider the impact the proposed ordinance may have on family health, stability, and formation. (2) Failure to comply with Subsection (1) does not: (a) invalidate an ordinance enacted by the governing body; or (b) create a cause of action against the municipality or the governing body.
