Sec. 591.005. LEAST RESTRICTIVE ALTERNATIVE. The least restrictive alternative is: (1) the available program or facility that is the least confining for a client's condition; and (2) the service and treatment that is provided in the least intrusive manner reasonably and humanely appropriate to the person's needs.
