Sec. 571.026. QUORUM; VOTE REQUIRED. (a) A majority of the membership of the commission constitutes a quorum. (b) A vacancy on the commission may not be considered in determining the membership of the commission for the purpose of a quorum. (c) An action or recommendation of the commission requiring a vote of the commission is not valid unless: (1) the action or recommendation is approved by a record vote taken at a meeting of the commission with a quorum present; and (2) except as otherwise provided by this chapter, the action or recommendation receives an affirmative vote of a majority of the membership of the commission.
