Sec. 54.2051. SERVICE CONNECTIONS TO CERTAIN DWELLING UNITS. (a) If the tenant of an individually metered dwelling unit applies to a district for utility service for that unit, the district may not require that the service be connected in the name of the landlord or owner of the unit. (b) This section does not apply to a dwelling unit that is located in a building that: (1) contains two or more dwelling units; and (2) is served by a master meter or demand meter. (c) In this section, "individually metered dwelling unit" means one or more rooms: (1) rented for use as a permanent residence under a single verbal or written rental agreement; and (2) served by a utility meter that belongs to the district and measures service only for that unit.
