Sec. 53.019. HEARING POWERS. (a) The commissioners court shall have jurisdiction to determine all issues pertaining to the sufficiency of the petition and shall allow any interested person to appear before it in person or by attorney to offer testimony relative to the sufficiency of the petition. (b) The commissioners court may adjourn the hearing from day to day as is necessary to complete the hearing. (c) The commissioners court may make all orders necessary to determine the matters before it.
