Sec. 453.059. MEETINGS. (a) A special meeting of the board: (1) may be called jointly by the presiding officer and secretary; or (2) shall be called on the written request of any two members. (b) The secretary shall keep a record of each meeting of the board. The record shall be open to public inspection at all times.
