GENERAL MANAGER; MANAGEMENT POLICIES: CERTAIN AUTHORITIES

Sec. 451.106. GENERAL MANAGER; MANAGEMENT POLICIES: CERTAIN AUTHORITIES. (a) The board of an authority in which the principal municipality has a population of less than 1.3 million or more than 1.9 million shall employ a general manager to administer the daily operation of the authority. The general manager may, subject to the annual operating budget and to the personnel policies adopted by the board, employ persons to conduct the affairs of the authority and prescribe their duties and compensation.
(b) Only the general manager may remove an employee. A removal is subject to board personnel policies.
(c) With the approval of the board, the general manager may contract with others for the performance of work or provision of materials for the authority.
(d) The board shall adopt policies clearly defining the respective duties of the board and the authority's staff.
(e) This section applies only to an authority described by Subsection (a).
