Sec. 441.023. NOTICE OF HEARING. (a) In addition to the notice requirements of Chapter 2001 , Government Code, and not later than the 10th day before the date of the hearing, the commission shall give written notice of the hearing to: (1) the commissioners court of each county in which all or part of the district is to be located; and (2) the governing body of each municipality in which or in the extraterritorial jurisdiction of which the district is to be located. (b) Once a week for two consecutive weeks the commission shall publish notice of the hearing in a newspaper of general circulation in each county in which the district is to be located. The first publication must be not later than 30 days before the date of the hearing. (c) Not later than 30 days before the date of the hearing, the commission shall mail notice of the hearing by first class mail to each owner of real property to be included in the district, as shown on the county tax rolls. (d) A county, municipality, or property owner receiving notice under Subsection (a) or (c) may appear at the hearing through an official representative or in person and may present testimony and evidence relating to the district.
