Sec. 431.108. GOVERNMENTAL FUNCTIONS. (a) A local government corporation is a governmental unit as that term is used in Chapter 101 , Civil Practice and Remedies Code. (b) The operations of a local government corporation are governmental, not proprietary, functions.
