Sec. 402.066. RECOMMENDATIONS TO LEGISLATURE. (a) The commissioner shall consider and recommend to the legislature changes to this subtitle. (b) The commissioner shall forward the recommended changes to the legislature not later than December 1 of each even-numbered year.
