Sec. 364.015. DUMPING OR GARBAGE DISPOSAL GROUNDS. The commissioners court shall determine the consideration to be paid to acquire real property on which to locate dumping or garbage disposal grounds. In determining where to locate dumping or garbage disposal grounds, the commissioners court shall consider: (1) the convenience of the people to be served; and (2) the general health of, and the annoyance to, the community to be served by the dumping or garbage disposal grounds.
