Sec. 363.0615. RESPONSIBILITY FOR REGIONAL PLANNING. (a) A council of governments has primary responsibility for the regional planning process. (b) A planning region may be divided into subregions as part of the regional planning process. If a planning region is divided into subregions, the council of governments with jurisdiction in the planning region may assist the local governments constituting a subregion to develop a joint local solid waste management plan that provides for solid waste services for solid waste generated within that subregion. (c) A council of governments may: (1) employ personnel necessary to carry out the regional planning process, including an administrator for each subregion if subregions are established; and (2) adopt rules necessary to carry out responsibilities concerning the regional planning process. (d) In this section, "council of governments" means a regional planning commission created under Chapter 391 , Local Government Code.
