Sec. 336.052. APPOINTMENT. (a) The lead governmental entity shall appoint four trustees to the board. (b) The most populous county in which the district is located shall appoint three trustees to the board, unless the county is the lead governmental entity. If the county is the lead governmental entity, the most populous municipality in the county shall appoint three trustees.
