Sec. 289.104. RULES AND PROCEDURES. (a) The commission may adopt rules governing the operation of the district, including rules relating to the administration of a tax authorized by this chapter. (b) In order to implement the requirements of Sections 289.102 and 289.103 , the commission shall adopt any necessary procedures.
