Sec. 223.101. DEFINITIONS. In this subchapter: (1) "Highway emergency" means a situation or condition of a designated state highway that: (A) poses an imminent threat to life or property of travelers; or (B) substantially disrupts the orderly flow of traffic and commerce. (2) "Highway improvement contract" means a contract awarded by the department for the construction, repair, or maintenance of a designated state highway or any part of that highway.
