Sec. 20.011. CREATION OF AUTHORITY. (a) The Texas Water Resources Finance Authority is created as a governmental entity and a body politic and corporate. (b) The exercise of the powers and duties by the authority under this chapter constitutes an essential public purpose of the state in promoting the general welfare of the state and its citizens.
