Sec. 179.002. APPLICABILITY OF CHAPTER. This chapter applies only to: (1) a municipality with a population of 30,000 or less that has not adopted Chapter 174 ; and (2) a county with a population of 250,000 or less that has not adopted Chapter 174 .
